Last night the door would not lock either. Is that the same problem?
Sometimes, though a deadlatch that will not catch at closing and a bolt that refuses to withdraw at opening are different mechanisms, not automatically the same fault. A door dropped on its pivots or a cam slipped behind the cylinder can affect either one; a closer stopping short of the strike explains a latch that will not catch but not a bolt that will not retract. The locksmith checks each symptom on its own during the visit and tests the door closing under its own weight before leaving.
Part of the key is sticking out. Can I just pull it with pliers?
If a good length shows and the plug is at its normal rest position, a firm straight pull sometimes works. The risk is pushing instead of pulling, or twisting, which drives the piece deeper and can bend a pin. If it does not come on the first gentle try, stop there and leave it for extractor tools, which grip the cuts without loading the cylinder.
Can a rekey be done in winter, and will the locks freeze afterwards?
Winter is a normal time for this work. Cylinders come off the door and are pinned in the van, out of the wind, and go back on with a dry graphite or PTFE lubricant that sheds moisture rather than holding it the way oil does. A cleaned, dry-lubricated cylinder is less likely to freeze than the gritty one it replaced. Keeping a storm door closed over the main lock helps through freeze-thaw weeks.
My deadbolt says I can rekey it myself with a little tool. Should I?
You can, given a key that currently operates the lock, the maker's reset tool, the new key and the steps followed in order. Trouble tends to arrive when the old key is missing, when the new key belongs to a different keyway, or when a reset stalls halfway and the cylinder then accepts neither key. A locksmith carries the tool and the procedure, can check that the new key suits the rest of your doors, and can fit a standard cylinder if a forced reset has broken the mechanism.
